Afraid of the dark during the bright sunny day (Fear not cured)

@crinrict - It's just gotten worse and I don't I don't know where to post about this, but the same girl is now disregarding the autonomy setting as well. I have autonomy disabled for the active Sim. Always have had. Now she's cueing up autonomous actions like watching TV and using the monkey bars. Is there an existing thread for this? if so, please link. Or do I need to start a new one?

Steps: How can we find the bug ourselves? Create a sim. Play with the sim and they acquire the fear of dark. From there, cure them. The moodlet will be temporarily removed but then returns even at odd hours. The moodlet gets stuck with the sim constantly experiencing the fear of the dark at all hours of the day.
What happens when the bug occurs? My sim consistently has the moodlet Afraid of the Dark, even when they no longer have the fear.
What do you expect to see? After the sim is cured, I expect the moodlet not to return.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes

I have tried removing the "afraid of the dark" moodlet using cheats, but it keeps coming back. I have tried disabling wants and fears in game properties, but that didn't remove the moodlet either. I have tried all the solutions in previous bug reports but they have not resulted in fixing this issue.

I still have this problem despite it being "fixed" by EA.

I am currently stuck with an endless Fear of the Dark +2 Scared Moodlet. Good job EA. Good job...

Also, apparently the "Fear of the Dark" breaks the game. Whenever I go to a festival at night, none of the vendors tend the stall because they are all paralyzed (stuck in place) from having the Fear of the Dark. This doesn't happen in the day, ONLY at night.

What happens when the bug occurs? My sim has no fears but always has the Scared moodlet, I have abandoned multiple games as when my kids age up to Teens they always get this fear and I can't get rid of it.

I have tried drinking the Fear be gone potion, making my sim brave, removing the trait. Disabling Vampire packs, I have even turned off playing with Wants and Fears and the moodlet is still there! 

The below fix seemed promising but alas, it's still bust.

Steps: How can we find the bug ourselves? Create a sim (kid) and have him face his fear of the dark and cure it. One day, it appears again and the fear of the dark trait is added. Cure the fear with a potion, the trait disappears but now the Sim gets affraid of the dark every time they go out, even during the day. Deactivate the fears and needs in gameplay options, the fear continues to appear. Have the sim become a teenager and the fear continues to appear, today it was noon in simcity when it happened!

My sim gained the fear of the dark trait. I decided to use an aspiration reward and used the fear-be-gone potion to remove the fear. After removing the fear my sim is still almost constantly afraid of the dark, even in the day time. Nothing I have tried is removing the moodlet.
