Never introduced neighbors in Apartment keep coming in apt

What happens when the bug occurs? New neighbors my Sim had never met comes in her apartment to cook/eat, watch TV, throw away trash, use the bathroom
What do you expect to see? Neighbors to knock when they come to the door, not freely come in nonstop
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.

I hadn’t played in apartments for a while so not sure what patch this started with. 
I started a New Game to use for building. I moved in a couple Sims to random apartments to use for testing. Once I had an apartment built i played with the Sim a few days and was going to move on to the next apartment. I used to feature to “add household from Library”, adding two new households. As soon as they moved in, the two new households just came into her apartment one by one. After rude introductions to tell them to go away/leave, they kept coming back. The feature that allows us to “send everyone home” or “send home” individually did not show up and/or did not effect the new neighbors.After trying to get them all to leave, which took between 6 pm to 7 am to next day!  I had to then lock the door for everyone but household to keep them out!

This is definitely an issue for me as well. I have all expansions and I do run with CC so I removed it to test with a new save. I am playing in Evergreen Harbour and I haven't tested other neighbourhoods as of yet. For me it is specifically one NPC - Bess Sterling. She walks into my sim's apartment quite frequently just for a glass of water, and then tries to socialise with them. I notice there is an option on the apartment door for no trespassing but this doesn't seem to stop her.

We had long conversations with Island Celebration Participants and agreed that no random Sims should enter a Sim’s home without permission, barging in as if they owned the place. Excuse you, privacy, and property are a thing, you know?

I'm not going to mark this issue as solved just yet as the patch notes sound very narrow

Confirmed still happening with 1.68 (in city apartments at least).

Game also still puts sims living on the lot into a social event (just without the progress thing) when these unwanted sims show up, no matter if you click the accept/reject socials or not. So when the resident sims have to leave to go to work or school or anywhere else we get the warning "Sims X is busy..."

Steps: How can we find the bug ourselves? Not sure. I had a Sim visiting for giving my sim a gift because he is such a good neighbour who I invited in. After some interactions with this Sim, last was kick the soccer ball with her, I send her home. Right after I send her home the real neighbour of this floor suddenly walked into my home.
What happens when the bug occurs? NPC Sim suddenly walk trough the door and spend some time in the unlocked area of my apartment with no option the ask her to leave or send home.
What do you expect to see? Uninvited people not suddenly enter the house trough the front door and if a Sim visit that the send home button is there.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I have random sims barging into my house in Mt. Komorebi. Most of the time they come in at night. They come into the house uninvited and was doing various things, like napping on the sofa, kicking my trashcan on the ground, cleaning up my dishes, etc. Some of them will come through the back door and walk through my house before knocking on the front door. This is getting annoying, it's like Sulani all over again. I haven't played in Sulani since the November 10th patch, so I don't know if the issue was really fixed there. I have all packs except Star Wars, no mods or cc.

I have always had random Sims coming into my house uninvited in Sulani. It never happens in any other world, just the Island Living. I have locked the door and that keeps randoms out BUT, I can't invite neighbors in when they have extra food or anything.

Steps: How can we find the bug ourselves? Invite Sims to visit your sim. (In this case, they were invited so that the children in the house could make friends with them to finish their "Social" aspiration.)
What happens when the bug occurs? When they normally would leave, they don't leave. The current "guests" have stuck around for 3 Sim days now. Initially the "send home" option was there, but once it was used it was no longer available and they still didn't leave. They stick around sleeping in the beds, making multiple meals (and leaving them out without eating them) and the like. I've got 3 Sims acting like roommates currently. (Angela Pleasant and two Sims that I made and put into the game.) It doesn't happen when a Sim shows up uninvited. Those Sims leave immediately when you hit the "send home" interaction.
What do you expect to see? When an invited Sims is "sent home" they go home or they decide to leave after they've been there a while.

Please describe the patch or change you made. This started after the Snowy Escape patch (although the actual timing was after I had installed Snowy Escape.)

My Sim's have guests that are acting like they are roommates and are not going home. 

Before installing the update, I removed all my mods and CC to the desktop and deleted the localthumbcache.package. I am playing with my "custom content free" save that I always use for "testing" my game before I start putting the mods and CC back in for my other saves. I haven't put any in yet.

I went through and again deleted the localthumbcache.package as well as a few others that I'd read could cause persistence problems. That didn't help so I also tried to fix it by doing a "repair" of the game through Origin. It didn't help. That didn't help either. I've repeatedly done the "resetsim" cheat (which stops them from doing their current activity but doesn't result in them going home.)
