"Water Plant" action missing from menu on home lot

I'm having the same problem, but I don't have 4 season, just the regular sims. not sure what is happening.

I'm having the same issue. Does not own/have installed Seasons. I guess it affects base game owners /no seasons/...

From my understanding this was fixed at one point but it seems to be happening to me again. Even if it doesn't rain for a few days my plants won't have an option to be watered or anything else.
