@Bearpal64 I think this is by design.

If you get all five or six clues, you will always get only the suspect.

Try only completing 2 or 3 of the clues. You'll get several people there.

When you issue an APB and travel to the lot where the suspect is supposed to be, the guilty suspect is there alone making it really easy to find the guilty sim obviously. This has been happening for probably at least a year now I just haven't reported it. Before, other sims used to spawn in also making you have to actually search for the suspect. Lots, DLC or anything else don't seem to effect this problem.
