[NEEDS SAVES] [FR] Not able to issues fines to tenants [ Edited ]

One of my sims tenants violated a rule and I got the option to issue a fine but when clicking on the door of the tenants house my sims just stands there and get the little no access/ no route to destination sing and when I click on the same tenant to issue a fine (after my sim has just walked through the door they said they cant access) just stands there and the option to issue a fine is just cancelled out the action que. I have also yet to be paid any rent. this has happened in a couple of saves.

Could you please edit your post and add the following info to your post.

Product: The Sims 4
Platform:
Which language are you playing the game in? 
How often does the bug occur? 
What is your current game version number? 
What expansions, game packs, and stuff packs do you have installed? 
Steps: How can we find the bug ourselves? 
What happens when the bug occurs? 
What do you expect to see? 
Have you installed any customization with the game, e.g. Custom Content or Mods?
Did this issue appear after a specific patch or change you made to your system? 

The bug template is sometimes not being displayed due to high traffic.

I had the same problem. The only way that I could deliver the fine is by clicking on the mailbox. Hope this helps!

I am not sure if it's the same issue or not, but I am not getting paid rent, I can't issue fines or ask for rent, and I keep having an issue where I get trash overloads that I then have to go deal with which doesn't give me credit for doing until I call professional trash removal to fix it... the only thing I can think of is my household is currently a teen living alone... Are teens not actually able to manage a property even though it lets them own one?
