[NEEDS SAVES] [DHD] Can't paint walls in level renovation

I've been having the same issue, half the time I can't even move any of the furniture, OR add any furniture! I'm doing another level renovation right now and the only thing I can do is move stairs or change the patterns of already existing furniture

I had the same issue, but "solved" it by grabbing each room, dropping it down 4 clicks to the level of the foundation, then I was able to change the wall decoration, and then clicked it back up to be level with the foundation and the rest of the house.  Since doing that once, I can change the walls with the floor at the same level.

I was able to get round this by moving the room to a different part of the lot, editing the wallpaper, then moving the room back. Not ideal, but given that I tend to wallpaper last, I was relieved that the rest of my work on the room wasn't wasted.
