i hope the solution marker does not mean to not fix this bug.. this should be fixed very soon because its a gamebreaking issue

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.90.375.1220
What expansions, game packs, and stuff packs do you have installed? all no kit packs
Steps: How can we find the bug ourselves? chicks don't age up, bought 10 days previous and still no aging up of 2 chicks
What happens when the bug occurs? chicks don't age up
What do you expect to see? chicks aging up after 3-4 days
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

bought 2 chicks which both haven't aged up after now 10 days

I just fixed this by putting my chick in the family inventory and immediately taking it out. The chick aged up into a rooster a few minutes later.  

Are saves still needed?

I'm experiencing this issue too. The work around fixes it - chicks age up afterwards to their correct age and may immediately get reaped if they've been left a long time. I think this is occurring with adult chickens as well. I had a rooster who had spent many weeks as a young adult (I hadn't given him a healthy treat). Sticking him in the household inventory and then taking him out again made him an elder.
