Random fighting sims for no reason [ Edited ]

Hello, coming to report my issue I'm dealing with too.

I'm a player who play with different saved folders from my gameplay, I don't have any cc's or mod in my game and haven't installed any in my game in almost two years and I have two save folders it only happens in and the other ones it doesn't.

My sim best friend has attacked him twice for no reason.

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.109.207.1020 DX11
What expansions, game packs, and stuff packs do you have installed? Growing Together, High School Years, Cottage Living, Eco Lifestyle, Get Famous, Island Living, Seasons, Cats and Dogs, City Living, Discover University, Get to Work Werewolves, Wedding Stories, home Decor, magic, Jungle Adventure, Parenthood, Dine Out, Spa Day, Outdoor Retreat Some stuff packs
Steps: How can we find the bug ourselves? Have sims interact.
What happens when the bug occurs? Sims constantly fighting/brawling randomly without any negative interactions. It just happened before and after my sims did woohoo for the first time with full relationship bars. It doesn’t seem to have a negative effect on their relationship. It just happens and they have a negative moodlet about the fight. It happens despite a long queue of positive interactions. It happens quickly and without warning so I can’t cancel the action. Before this started I noticed more negative interactions, sims getting angry very easily and frequently and having random resentment towards sims. For example one dad has consistent resentment towards his toddler… Sims will literally fight when passing by each other on the street. *it is NOT from the “neighborhood brawl” action plan. I made sure to turn that off and it’s continued. It’s really making the game unplayable
What do you expect to see? Sims having mostly positive interactions based on relationship and previous interactions, not fighting unless there is a reason and it isn’t random. Sims not getting angry frequently for no reason and rejecting positive interactions with positive relationships.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. I believe it started in July or August with frequent negative moodlets and interacts but the actual fighting was more recent.

Just adding this so no one removes - other bugs with this topic say “resolved”. I want to make sure it is clear this is a persistent issue, as I saw other users post about it recently. It is not resolved, and if it was, it is an issue again! 

I can’t even play the game.
