What happens when the bug occurs? The toddler rolls a whim to have a child Sim bring him food or other whims that can only be completed with a teen or older caregiver.
What do you expect to see? The whim to only be available with adult Sims.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

Steps to Finding Bug

1. Have a child Sim and toddler on the lot
2. Send the toddler and child Sims to sleep in the same room
3. The toddler wakes up from a nightmare
4. The toddler is sad and rolls the whim
5. The toddler wakes up the child Sim

@SimGuruNick The issues is in the tuning files.  I have highlighted the issue in red.  Other toddler whims are affected.
