What expansions, game packs, and stuff packs do you have installed? Expansions: All Game Packs: Parenthood, Dine Out Stuff Packs: My First Pet, Perfect Patio
Steps: How can we find the bug ourselves? Have a brand new Sim out of CAS try to do a mischief interaction on a new Sim.
What happens when the bug occurs? When trying to do a mischief interaction using a newly created Sim with no mischief skill or low mischief skill.
What do you expect to see? The Slap Em Silly interaction to not be available until the appropriate mischief skill level is reached.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

The Slap Em Silly Mischief interaction is available to all Sims regardless of their skill level.  It should be locked until Sims reach level 9 of the mischief skill.

I think I've seen that as an option before, but I didn't realize until now that's not intended. X-D
