The issue is the fencing on the ground floor. If you remove it the stairs will be useable.

My sim won't go up the stairs. Here are some screenshots. I even tried moving all objects away and replacing the stairs and still nothing. My user name is readerrosebud and I posted the build as "A Witch's Cottage" any help is appreciated.

It's the succulent picture you placed with the Alt key. If you let it snap to a default placement on the wall the stairs are useable:

How often does the bug occur? Every time (100%)

Steps: How can we find the bug ourselves? Build stairs shown in the pic and try to go up or down them
What happens when the bug occurs? Stairs as shown in the pic with a fence across the bottom stair causes the stairs to become unusable
What do you expect to see? The stairs to be usable
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
When putting a fence on the lower stair, represented by the half wall, it causes these stairs to be unusable, I assume because the game thinks there's a full wall there clipping through the stairs blocking the sim. The wall was not placed with the move objects cheat, so the game allows you to do this, so I assume the wall should sill allow the stairs to be functioning.. Any idea of a workaround for this?
Also, I'm 110% sure this is not caused by any cc that I have. All I have is mccc
The only solution I've found is just to delete the half wall, but then that leaves a gap there and that's weird.

@crinrict It's not my build, got it off the gallery, was going to comment on it about the stairs but the person removed it.. Probably because of the stairs xD But it's pretty easy to recreate the issue.
