Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.59.73.1020
What expansions, game packs, and stuff packs do you have installed? All expansion packs except Island Living and University and every gameplay pack except StrangerVille.
Steps: How can we find the bug ourselves? Have a sim opening a seed packet which does not belong to him / her.
What happens when the bug occurs? The sim cannot put the seed packet into his / her inventory since he / she does not own it, but he / she can open it and can receive the content anyways.
What do you expect to see? It should not be possible to get the items into the inventory of the sim if they don't belong to him / her.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

Sims can put seeds and plants into their inventory although they don't belong to them.

@XxbeschtermannxX Seems like opening a seed packet misses a check somewhere, maybe because it's an instantaneous action. Maybe it does the same thing on other objects that function similarly?

This also happened right now in the vet clinic:

My sim can put a pet bowl from the vet clinic in his inventory by simply dragging it into his inventory despite it does not belong to him.
