It does seem to be a space problem. I can't place a shower/tub that uses 2x2 in the space that I currently have a tub (2x1). So it seems the bubble bath might need 2x2 for the tub.
Still think it's a bug tough as it makes not much sense as every other bath works and it does work for adults, just not for children.
