How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? All the packs
Steps: How can we find the bug ourselves? While Winter when cold and snow storm, just visit a park set as Spa lot.
What happens when the bug occurs? The NPC visitors (Lot) wear the casual outfit and the NPC walkers (neighborhood) wear the warm outfit.
What do you expect to see? All the NPC townies should wear the warm outfit.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Hi,

I've got a park set as Spa lot where my sims can do yoga and meditation, the NPC townies who visit this lot don't wear their wam outfit.

They don't react to the very cold temperature and just die.

May I ask what lot did you place the spa on? I know a couple lot spaces where the spawn point is bugged and may end up with stuck sims that can't go inside the spa.

Well that's kind of the problem with an outdoor spa; regardless whether they will switch to their cold weather outfit or not, they'll just freeze to death now when they switch to athletic gear for yoga/meditation when it's cold outside. Also, do you have all the necessary items for the spa lot?

In fact, I've also got this issue with other neighborhoods.

Some NPC walk in the neighborhood without wearing the warm outfit.

My sims must tell them to wear something warmer.

Note: They don't die.
