What expansions, game packs, and stuff packs do you have installed? All, save First Pet Stuff, Laundry Day Stuff, Toddler Stuff, Bowling Night Stuff
Steps: How can we find the bug ourselves? Graduate to top scout level. Attempt to find reward - Expert Scout Uniform.
What happens when the bug occurs? A reward that is specified to have been granted via promotion does not arrive.
What do you expect to see? I am told I have been given expert scout uniform. I can't change into this, only my old uniform. I can't access the expert uniform anywhere else.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Crinrict is correct.  It's an additional swatch on the scout outfit.  It looks like this:

Interesting. So we can't make "change into scout uniform" use the expert uniform you can only create a new set using it?

Correct.  Looks like it was an oversight.  At least you'll be able to change into the uniform by clicking on the Sim instead of having to click on the Scouting Board each time  .
