[NEEDS INPUT] Placed Library Lots Disappear In Worlds/ Can't add new building [ Edited ]

Steps: How can we find the bug ourselves? Load up the game with any lots, commercial or residential placed from your library.
What happens when the bug occurs? There is an empty lot with a tag stating what used to be there - but the actual building is gone. Replacing the building does nothing, as it is gone the next time you load the game.
What do you expect to see? The lots I placed to be where they should be.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. July 19th patch

Added a couple of images to show what I'm talking about. Also often receive a never-ending building screen when attempting to replace them.

@wildirishbanshee Sounds like a variant of the disappearing building issue. Can you make it happen reproducible ?

@crinrict Not sure, though I have tried replacing both the Newcrest buildings. They will show for a bit, but disappear on game reload. Repaired the game, the same thing happens. I can package up the save before I mess with it some more if you want.

For more information about this bug, quite often I've been getting stuck in a seemingly never-ending building screen when trying to replace the missing lots. Currently, it has only worked once out of 3 times or so.

@crinrict Not sure if this is the same issue or not, but I cannot even place library lots onto premade blank lots without bulldozing first. Just wanted to let you know. Figure the more information the better!

@crinrict Not sure if this is related, but I found out the hard way that Waterside Warbler had also disappeared. Which is NOT a library lot. Had to snatch a copy from another save.
