Steps: How can we find the bug ourselves? Have a Sim try to level the Parenting Skill.
What happens when the bug occurs? The bar does not change indicating an ideal mood no matter what mood the Sim is in. There is no skill boost from an ideal mood.
What do you expect to see? The skill bar change for an ideal mood and the skill rate get a bonus because of the ideal mood.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

After viewing the statistic file for parenting, there is no ideal mood set for the skill.  Since the skill is mostly gained by social, the solution would be for EA to tag the skill as a social skill so it will receive the proper positive and negative boosts as all social skill.  Then add the ideal mood bar highlight which will probably be confident.  After that, add the skill to confident emotion for the proper boost with a multiplier.
