[FIXED] Make Out missing for unflirty Sims [ Edited ]

Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? n/a
What expansions, game packs, and stuff packs do you have installed? all of them
Steps: How can we find the bug ourselves? make sim with unflirty trait as a teen
What happens when the bug occurs? unflirty teen can't make out at all if you start a save with them as adults they can make out in anyway but if there teens they cant make out at all not even in the closet but if you age them up they can make out in the closet but not on the couch even though they can kiss on it
What do you expect to see? them making out
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Teen Sims that are Unflirty can now make out with other teens.

We're not able to reproduce this issue.  Would you be willing to share your save files, so that my team can look at them?

Also are you able to see this problem with new Sims, without mods?  We're wondering if perhaps the mods permanently altered the Sims in some way.

yes  with out mods and new sims the option is there they just can't do it at all

new save even new file does not matter @crinrict was able to reproduce this issue as well
