Turning it in to a random scoundrel worked for me as well.

Same thing for me - the informant never shows up again, but you can apparently give the blaster to literally any scoundrel npc. You just have to be willing to risk failing the mission and having to get the blaster again by giving it to the wrong person in order to discover that it works.

@shanvevue17 So I had the same problem I could not find the scoundrel informant, it has come to my attention that you can deliver the prototype blaster to any scoundrel in the cantina

Fixed an issue with the Leveling the Playing Field Mission in which the Scoundrel
Informant would not appear on scene after Sims stole the Prototype Blaster and went to
Oga’s Cantina to wait for the informant.
