Steps: How can we find the bug ourselves? Send Sim with Survey ability to survey; cancel action while swimming and tell Sim to "Snorkel".
What happens when the bug occurs? Sim switches to snorkeling, flips under the water and resumes surveying
What do you expect to see? I expect the Sim to snorkel to exhaustion unless I command him otherwise. :D
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

I have noticed this as well. However, in my case it seemed to be associated with the tasks for the Conservationist. If I have a "survey" task, any snorkeling activity is reported as a "survey" instead. Otherwise, my Sim just snorkels as usual.

I will double-check on this and report back if it is different than I have indicated.

UPDATE:

Okay, I was wrong. Both scuba diving and snorkeling incorrectly report as "surveying". The free dive seems to work correctly.
