What happens when the bug occurs? There is no pet training option for the Sims to select.

I think this is more of an oversight rather than a bug. It affects gameplay because Sims are unable to gain points in a club gathering when training pets because there is no club activity for the skill.
There is a skill requirement and a boost for the skill.
