[NEEDS INPUT] Floor Patterns change Orientation when Lot is Placed [ Edited ]

Steps: How can we find the bug ourselves? Select a lot, go into build mode, choose a few different floor patterns and create some designs with them. Save the lot to your library. Choose a different lot, go into build mode, and place the lot you saved to your library on the new lot. Note the floor pattern designs.
What happens when the bug occurs? The floor patterns will often have changed orientation on the new lot.
What do you expect to see? I expect to see the floor patterns remain in their original orientation regardless of which lot they are placed on.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

1. My original floor pattern designs when created on "The Summer Home" lot in Windenburg:

Another old example is the Rock and Roll House on the Gallery.  If you place it on the Affluista Mansion lot in Oasis Springs, it's floor patterns are correct, but if you place it on virtually any other lot, their orientation changes.
