How often does the bug occur? Every time (100%)
What is your current game version number? 1.61.15.1220
What expansions, game packs, and stuff packs do you have installed? All up to and including SP16 Tiny Living.
Steps: How can we find the bug ourselves? Click on an unowned lot to build on it. When it has loaded look in the distance, the surrounding world items and background are clear and the sky has detail. Click on an owned lot with a sim present. When it has loaded look in the distance. The surrounding world items and background are hazy and blurry with less detail.
What happens when the bug occurs? Depth of field visuals are not consistent when a lot is owned/unowned.
What do you expect to see? Consistent depth of field visuals whether the lot is occupied or not.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
Initially this seemed to be linked to the Post Processing effects option in the game options. But enabling/disabling that option doesn't seem to make much difference. On further testing it seems to be linked to whether the lot is occupied or not (PP = Post Processing effects):

I have done further testing for details and this is what I saw:
(I'm on an iMac, Catalina, no mods or cc, all packs.)
At these settings with PP (Post Processing) on, I see:
Sim on lot, PP enabled, build mode
Sim on lot, PP enabled, live mode:
Unowned lot, PP enabled:
At these settings with PP (Post Processing) off, I see:
Sim on lot, PP disabled, build mode:
Sim on lot, PP disabled, live mode:

I have tried this also. 2019 16" MacBook Pro with AMD Radeon 5500 GPU
PP On - Sim on lot
PP Off - Sim on lot
The game just crashes before I can get the picture, same thing when trying to visit an empty lot to repeat the exercise.
