[NEEDS INPUT] [DU] NPCs Lose Homework

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.61.15.1020
What expansions, game packs, and stuff packs do you have installed? Expansions: All Game Packs: Dine Out, Parenthood Stuff, Spa Day, Strangerville Packs: My First Pet Stuff, Perfect Patio Stuff
Steps: How can we find the bug ourselves? Enroll in university - wait for NPC Sims to do homework on a lot - while your active Sim is on the lot, change lots.
What happens when the bug occurs? The NPC Sims lose access to their homework and activities related to homework no longer work. If it is in a dorm, the homework is stuck and it cannot be moved without cheats. The NPC Sims no longer interact with the homework and will not put it in their inventory.
What do you expect to see? NPC Sims to retain access to their homework when the active Sim changes the lot.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. 1.61.15.1020

NPC Sims are unable to be convinced to do my Sims' homework or to do homework with my Sim.

It happened in a new save and I discovered a last exception file generates when this occurs.  In this save, my Sim was not enrolled in University and no Sims I have played were ever enrolled.  The Sim Lilith Pleasant came over and left her homework.

@canelacaliente Confirmed - I also had "lost homework" on the table in every dorm I have played so far.
