Discover University; Island Living; Get Famous; Seasons; Cats and Dogs; City Living; Get to Work; Get Together; Realm of Magic; Strangerville; Jungle Adventure; Vampires; Dine Out; Spa Day; Outdoor Retreat; Kids Room Stuff; Spooky Stuff
Steps: How can we find the bug ourselves? Get a Sim into the education career-track, then get him/her to rank 3.
What happens when the bug occurs? Rank-up from to (4) requires "Research- & Debate-skill" level 3, my Sim has level 2 but it already shows as completed. When the performance bar was completely full he got promotion without having actually met the criteria.
What do you expect to see? An unfulfilled criteria-bar and a blocked promotion.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

Regarding the education career track:

Rank-up from to (4) requires "Research- & Debate-skill" level 3, my Sim has level 2 but it already shows as completed.

When the performance bar was completely full he got promotion without having actually met the criteria.
