What expansions, game packs, and stuff packs do you have installed? Expansions: All Game Packs: Dine Out, Parenthood Stuff, Spa Day, Strangerville Packs: My First Pet Stuff, Perfect Patio Stuff
Steps: How can we find the bug ourselves? Have a Sim with a Level 3 in research and debate. Click on a toddler.
What happens when the bug occurs? The menu pops up for the Sim to convince the toddler to do any of the actions. When I click on one of the actions, the toddler just laughs and nothing happens.
What do you expect to see? Either the toddler performs the action such as cook or bathe or the option be removed from toddlers.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

I can reproduce. For some actions the toddler will do the "cross arms" animation to deny doing the action, which results in terrifying stretching.
There are no tests for whether or not sims of a certain age can be convinced in the "Convince to..." tuning files.

The mod includes all sims. It basically makes sure that the age checks that were missing are there. For example, you can no longer try to convince anyone younger than YA to go streaking.
