@crinrictMaybe it's me, I will try to paraphrase the situation. I created a family of 4 person and enrolled them in the only students type of houses (aka dorms), and than tried with another family to visit the first family in dorm. And then I tried to do so, the game said that nobody lived in dorm.

I think we're just using different terms.
I took a picture of the map and explain what I mean (as picture say more than 1000 words)
I tested the ones I labeled Dorms on this picture but from the save you sent me and your description now, I think you mean the ones I've labeled as Normal Uni Housing

@Merrydeadly I will forward this to QA as a bug. I don't know if there's any workaround for this.
I do still want to try on a fresh save but currently have limited time for that.

How often does the bug occur? Every time (100%)
What is your current game version number? 1.63.136
What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? Travel to an occupied University Housing lot. Make sure it's not a penthouse and it's a properly built house with a front door.
What happens when the bug occurs? The "knock on door" interaction on the front door is grayed out and it says "Nobody lives here", despite of the fact that there are indeed Sims living there. As a result, you cannot enter the house and see what's inside.
What do you expect to see? The "knock on door" interaction should work correctly and Sims can enter the house.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes

The following interactions has a new global test added in patch 1.63.133:

I have no idea why this new test was added but situation 209550 is the NPC roommate situation and it's impossible for any player Sims to pass this test. As a result, player Sims cannot visit any University Housing lots. Removing this new test fixes this issue.
