Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.66.139.1020
What expansions, game packs, and stuff packs do you have installed? Holiday Celebration Pack
Steps: How can we find the bug ourselves? 1. Enter build mode in any lot. 2. Create a room with the walls painted and the floor tiled. If a room already exists in the lot, skip this step. 3. Select either the wall paint OR floor tiling tools. 4. Press CTRL (to perform removal of applied wall paint or floor tile)
What happens when the bug occurs? Wall paint/floor tiles are not removed while CTRL is pressed. Same applies to CTRL+SHIFT.
What do you expect to see? Wall paint/floor tile is removed for the current selection while pressing CTRL. Wall paint/floor tile is removed for the entire room while pressing CTRL+SHIFT.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. September 3 2020 update (1.66.139.1020)

Same problem for me.

 

As a workaround, you can apply Drywall from the Paint category to get rid of wall coverings and Construction-Quality Concrete from the Masonry category to get rid of floor coverings. Not quite as convenient but it has the same effect.
