How often does the bug occur? Every time (100%)
What is your current game version number? n/a
What expansions, game packs, and stuff packs do you have installed? Everything but my first pet stuff
Steps: How can we find the bug ourselves? Go to the Old Salt House in San Myshuno's Spice Market and look out to the sea.
What happens when the bug occurs? You see a visual glitch (kind of like a white column) in the background.
What do you expect to see? A background without the "white column".
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

It's nothing major, it just doesn't look as nice.

I see it in my game as well, and it is also flickering.  Will add to our list.
