Steps: How can we find the bug ourselves? Have a Sim in the focused emotion try to level up the Veterinary skill.
What happens when the bug occurs? The veterinary skill does not receive a bonus skill boost from being focused.
What do you expect to see? The skill gets the bonus skill boost from being focused. Not just the skill bar receives the highlight.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

From the game files, the Veterinary skill is set to receive a skill boost based on a Sim being focused:

The skill is missing the tags necessary to gain the focused emotion:
