Steps: How can we find the bug ourselves? Have a house/household with the bills set to "Store" power and water. Go into household manager and transfer a sim to the household.
What happens when the bug occurs? Billing settings "Store" power and water will be reset to "Auto-sell".
What do you expect to see? Billing settings remain after transferring a sim to the household as long as the household hasn't moved OUT.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Annoying if you have a decent store built up, move someone in, and forget to check it before it auto-sells your entire storage of power and water.
