Steps: How can we find the bug ourselves? By gardening
What happens when the bug occurs? When I plant in the planters, some plants will not grow, they stay in the soil stage and say the they are higher quality then what they are and if I plant in the wall planters some will grow but not fully, the stop.
What do you expect to see? To be able to plant and the plants will grow and can be harvested.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

Plants won't grow, no matter what I do, some plants just won't grow. And it's random, on different lots some will grow but not on others. I've reloaded from past saves, I've moved and deleted households but still nothing works

Hi there, no, the plants aren't sheltered, they are outside. I've tried inside and outside and still the same issue

In your first screenshot the chrysanthemums are out of season. I'm assuming that's not the issue.
Since Eco Living, plants have been behaving oddly. I don't have an answer to your problem, but here's a list of things I've tried with some success. In no particular order.
Repair or reset your game.
Save. Travel to another lot. Go home and check your plants.
Put your plants in the household inventory. Travel. Go home and put your plants back.
Play with a different household. Go back and check your plants.
Having Bees seems to help.
Using fish for fertilizer seems to help, but I wonder if this is just related to traveling to other lots in order to fish.
Mostly, for the sake of my own sanity, I just ignore the state of my plants. I continue to tend them as needed and they eventually grow as they should.
The quality of the plants seems to fluctuate inexplicably. I'm guessing this has to do with fluctuations in the eco states. I'm also guessing this may be intended. I'm learning to live with it, but it can be frustrating.

Hey, is anyone else having issues with their gardens? some of my plants just are not growing no matter how much I take care of them... some of them are resetting every day back to square one. I have tried with cheats, without cheats. I have repaired my game. I am considering uninstalling and reinstalling it at this point I am playing a "challenge" with all bad lot traits so I am living off-grid/simple living and I need my plants to eat lol
Any ideas appreciated for fixing this problem.
Side note: I DO NOT use CC or Mods. the cheats I have tried to use are just the in-game cheats.

When the seasons change the plants that should be in season are not maturing. I planted rows of identical plants and less than half mature at the appropriate season. They were all planted at the same time, are all evolved to excellent quality, tended to and fertilized and yet most don’t pop up. What gives?

been trying to report this bug has happening to my excellent plants and not happy has 13 plants gone back to soil stage

What expansions, game packs, and stuff packs do you have installed? get together, city living, cats and dogs, seasons, snowy escape, cottage living, spa day, parenthood, jungle adventure, dream home decorator, cool kitchen, movie hangout, kids' room, vintage glamour, bowling night, toddler, my first pet, tiny living nifty knitting, paranormal, about half the kits, and holiday.
Steps: How can we find the bug ourselves? Have a greenhouse, use planter boxes, try to garden normally, fertilize with above average fertilizer (10, 20, 30-dollar plants). Have greenhouse made properly, glass roof, big windows. and plants say sheltered. And what happens is some plants grow normally, some will stay a dirt pile, some are dark in color like they need water, but you can't water them, only about 50 percent of the plants in my greenhouse are growing harvestables
What happens when the bug occurs? One example is a planter box has 4 snap dragons in it, only one is growing the other 3 are staying dirt piles. they do not grow, i fertilize them and water them normally. Another example, one plant that was in season was dark in color like it needed water, I went to build mode and move it outside and it immediately turned green and fresh. Yet other plants that are out of season are growing in the greenhouse fine and all plants say sheltered when you hover over them. Trees will not grow either. Inconsistencies in the garden, with how plants behave.
What do you expect to see? I expect plants that are in the greenhouse to grow normally. Not half stay dirt piles, and some dark like need water.

I have a bee's nest in the middle of my green house because I have read that bees improve your garden. The issue did not start after I put the bees in the green house but before as well. I've made greenhouses in previous saves that worked fine, so I know how to make them. Plus, they say sheltered when you hover over them. Some plants grow pretty much like normal, while other plants even of the same type that are doing fine remain dirt piles. My dragon fruit plants are barely growing only one out of the planter box sprouted and it stayed in small state for very long time and has not grown any more day after day. So, using a greenhouse is something I probably can't do, I'll have to plant everything outside and in season. I want my greenhouse to work though like it should.
(I've seen posts that are somewhat similar to mine, but they seem different enough to warrant a new bug report in my opinion, most of the posts that where similar to mine said that their problem happened right after a patch/update) As far as I know there has been no new update recently.
