This is happening to me too.
I patched my game without any mods, deleted caches, updated mods and then tried a new save file without any mods. The issue still persists.

I installed Island living, and no matter the weather conditions, it always says that its too dark or too cloudy for it to work. This even happens on a sunny day in the game. I don't know what I should do to fix this.

If you have a weather mod, it'll break the sunbathing. I had to remove mine before sunbathing would work. CC skin textures will break it also.

I've narrowed down the problem on my side. It seems sunbathing stops working when MCCC is active. When I remove that, sims can sunbathe again. And yes, MCCC is updated.
Just for anyone else wondering, it might be because of that.
