Summarize your bug Is the forced exclusion of Emporer Palpatine in his leader spot in the mythic event WAI?
Steps: How can we find the bug ourselves? Kindly look up the line-up window for the mythic event, tier 2 and 3.

 As the Event rescheduels soon: Is it WAI that EP is not granted the leader spot in the line up? The Artist of War legendary event does put Thrawn in lead position, it strikes me as odd that the Emporer is supposed to be fighting under the lead of one of his minions...
Also, though I can win the event under Thrawn lead, it would be much more satisfying under Palpatines lead.

Not sure if we understood you correctly. Are you talking about Emperors Demise - Mythic Event which is starting on Sep 15th? If so, then the answer is yes, it is intended to not have Emperor Palpatine in the leader slot.
