[Multiple packs] Unlockable CAS items don't always flag/appear in Gallery

Steps: How can we find the bug ourselves? 1) In normal Live mode gameplay, unlock CAS items which are listed at the end my post 2) Use those items on a Sim in a household, [GTW] on a mannequin placed in lot/in a room, [GTW][DO][CD] as employee uniforms in a retail, restaurant or veterinary lot 3) Save the household/lot/room to the Gallery 4) Inspect which packs are flagged for this household/lot/room in the Gallery 5) Inspect which items are included in "Show used items" for this household/lot/room in the Gallery
What happens when the bug occurs? Depending on the situation, unlockable CAS items may or may not flag the pack they came from, and they may or may not appear in the "Show used items" list.
What do you expect to see? Unclear. Are unlockable CAS items all supposed to show up when exporting a household/lot/room to a gallery?
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

As reported here for a bug which was on the April 2021 Laundry List, unlockable CAS items or craftable Build items don't consistently flag their packs in the Gallery. Depending on the pack, items that are unlocked in Live Mode (and that will usually not show up in the in-game lists of items included in a pack) may or may not flag households with the pack they [the items] come from.

Here is a non-exhaustive list of items and symptoms:

Items which don't appear in CAS until they are unlocked do not flag their pack of origin in the Gallery if you use them on a household Sim:

• [EL] Star-shaped earrings unlocked through the Civil Designer career

Items which don't appear in CAS until they are unlocked do flag the household with the pack, but appear neither in the "Show used items" list nor in the "Show all items packs":

• [GT] Daft Punk-inspired DJ mask

Items which show up as "locked" in CAS before being unlocked always correctly flag their pack when in a build exported to the Gallery and show up in "Show used items"

• [NKSP] All knittable CAS items
• [JTB] All CAS items unlockable on Batuu through normal gameplay
• [PSP] All items which show up as "locked" in CAS

If any of such CAS items are used on [GTW] mannequins placed on lots or rooms exported to the Gallery, the same behavior can be observed, just like households exported to the Gallery.

When used on uniforms for [GTW] Retail, [DO] Restaurant and [CD]Veterinary lots, such unlockable CAS items never flag their lot when it is exported to the Gallery.

Also: all pack-specific CAS items used on uniforms for [GTW] Retail, [DO] Restaurant and [CD] Veterinary lots do not flag their lot with the corresponding pack when exported to the Gallery.
