Moving already purchased counters in build mode costs money now

After building and playing a house, when the build option is selected moving an already purchased counter subtracts money from Sims account. This occurs for a true vanilla game and other users report it happening to their game as well.

As of 3/15/15, I have tried to duplicate this and cannot. No money is deducted from my sims when I move counters.
