Summarize your bug The motion blur setting doesn't seem to do anything.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Open settings and then disable motion blur.
What happens when the bug occurs? Even though motion blur has been switched off in the settings there is still motion blur ingame.
What do you expect to see? No motion blur.

Same problem, Can't Find a Way to Deactivate the Effect.

Can confirm the same. The Motion Blur toggle in Settings is completely useless. Both Character and Camera blur are still enabled even when it's "Off" in the menu.
