Mother won't interact with infants

What expansions, game packs, and stuff packs do you have installed? Every expansion pack (Horse Ranch isn't out yet), Werewolves, My Wedding Stories, Strangerville, Parenthood, Dine Out, Spa Day, Outdoor Retreat, Nifty Knitting, My First Pet, Laundry Day, and Holiday Celebration.
Steps: How can we find the bug ourselves? Have a sim with children and attempt to interact with your infants
What happens when the bug occurs? I instruct the mother to physically interact with either of her twin infants. I see it load up in her queue but it just sits there and sits there. It usually won't even cancel itself out, the instruction bubble will just sit while she stands there and the baby cries. Sometimes she will wave around like she can't get to the infant and it will cancel. Whether it is to breastfeed, change, bathe, or hold them she will not do it.
What do you expect to see? I expect to instruct her to care for the infants and she will pick them up and care for them, raising their needs.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. I believe that this only became an issue after the patch that updated the Caliente family's look came out. I'm not sure what else was in the patch that might have caused this.

The mother can talk to the infants but she will not touch them. She is able to do any other actions, like using the bathroom, eating, etc., that I instruct her to do with no issue. Her teenage son can touch and interact with the infants but the mother cannot. She used to be able to handle these specific infants but one day I opened my game and she couldn't anymore. I have deleted every single mod and piece of cc I had installed. I have updated, re-downloaded, and repaired my game over and over. I have debugged her and the infants to hell and back. I have cheated her needs, in case that was an issue. None of these things have resolved this bug. Please help! This basically makes the game unplayable for me, as family gameplay is the #1 reason I play.

I read another thread that said to select change outfit (I did it from the infant's perspective) and that the sim picked the infant up and the problem was resolved. When I did this in my game, the mother was able to pick both infants up to change their outfits and then she instantly put them in their cribs. But, once again, she would not physically interact with the infants after putting them down when she finished changing them. I'm still experiencing the issue.

Have you switched to the infant to see/cancel whatever’s in the infant’s queue?

For whatever reason, once the infant decides to fuss/cry/throw a tantrum, you can’t interrupt them by telling the parents to interact with them. Instead the parents will “wait” for the infant to finish, except they often get impatient and quit. But if you give the commands from the infant (ex “get fed by” instead of “feed”) or at least pause the game and cancel the infant’s queue while giving the parent the task to interact with them, it usually seems to run smoother.

@nevizm Could you test another save/family to see if you have the same issue there ?
