Hi there, thanks for the report. We have this flagged as a bug with the Mod Collection Quests.
One possible workaround, which seems to work for some players, is not to sell any of the collected mods (in your case Health mods) until the progress starts being counted and the task is completed.

Hi there, thanks for the report. We have this flagged as a bug with the Mod Collection Quests.

How long should the health mods stay in inventory? I have many health mods in inventory from this quest.  No progression is made.

The new update solved this issue for me. After the update I easily completed all parts of the quest.
