In what game mode did the bug occur? Everywhere
Summarize your bug I have a grandmaster 4 wizard but never got elite upgrades
Steps: How can we find the bug ourselves? I’m not sure
Which character were you playing when the bug occurred? Wizard
What upgrades had you equipped with this character? Switched over time
How often does the bug occur? Every time (100%)
I have all upgrades except vE-0-sa and bottle bouncer

Thanks for the report!
I'm afraid we are not able to make any changes to an account on the forums, so if you're still missing the upgrades please reach out to an Advisor with an in-game screenshot showing your account name and the current level of your character class.
They should be able to get this sorted out for you from that point!
