Missing in game chat and Name change

What type of issue do you have? Gameplay
How often does the bug occur? Every time (100%)
Summarize your bug In game chat and being able to change my name. Went through the online guides and nothing is working to make it work. Need a representative of EA to help change my account age, as I am assuming that is the issue.
Steps: How can we find the bug ourselves? Log into my account and view it. You will see it does not have these features.

Pictures attached show that there is no chat at the bottom of the screen.
another picture shows that there is no pencil to be able to change my name.
I am sure that this is an age verification issue like in the past. If I can get a representative to chat with me to verify my age and such to get this fixed I would appreciate it.
