Missing career-specific CAS items

Steps: How can we find the bug ourselves? Have a Sim in any career with unlockable outfits.
What happens when the bug occurs? Careers related clothing items which were previously available to a Sim in the career are now unavailable, despite the Sim still being in the career.
What do you expect to see? Careers clothing items unlocked as intended
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Up until recently, Sims in certain careers have been able to wear career-specific CAS items as they are unlocked.  Now, however, none of my Sims have access to CAS items that were previously unlocked to them.  An example: I have a Sims currently in the military career at level 3 (Lacking Corporal).  As such, he should have access to career-specific pants, shirt and hat.  Yet in CAS, none of that is available, though they were previously.   This is repeated among Sims in other careers, including the military's Officer and Covert Operator branches. It should be noted these changes occurred after purchasing and installing the Courtyard Oasis Kit.  Any help on insight would be greatly appreciated.

@NCision6 Could you start a new save for testing, cheat the Sim up in the career and see if it gets unlocked properly to find out if it's an issue with this specific save or a general issue ?

I did as suggested, starting a new save and promoted a Sim in the career and the expected CAS items unlocked properly.  I suppose that means the original save is now suspect, the next question being how can I fix it?  Something else I noted in the original save, some households were getting access to CAS items they should not have.  In one household, a Sim entered the scientist career, but a separate, unrelated household (there has been no overlap in household members) had access to scientist CAS items despite having never having a member in the scientist career.

@NCision6 Could you try moving the Sim that is supposed to have unlocked them out and back in ?

Maybe cheat them down one level and back up.

Cheating careers didn't have any effect.  I tried moving them into households with other Sims in the military career, including some in the Officer branch.  It's really hit or miss with that method.  Sometimes, the CAS items are available, sometimes they're not.  Before this issue cropped up, I had set some of these career-specific CAS items as everyday wear for some Sims.  The will wear them correctly when I have them change outfit, but I still can't access them in CAS.

I'm having the same issue with business career. The outfit the sim is wearing for work should be unlocked but when I click on the outfit in CAS, it doesn't go to that item and it can't be found browsing from the catalogue either. This is with the modify career outfit cheat.
