Steps: How can we find the bug ourselves? Lifelong aspirations : Top-notch bartender 3) Drink Boss
What happens when the bug occurs? My sim is now a bartender, but he can't complete this quest forever.
What do you expect to see? I don't want to start the game over, so I want the system to acknowledge that he is a bartender and let him complete the requirements.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Did you start at the bottom level and work your way up before or after you got the aspiration ?

Yes, my sim was promoted to bartender after receiving this desire.

@aoi_SIMS I tested (with cheats to make it faster) and it fulfilled for me.

I would just use this cheat: Aspirations.complete_current_milestone to complete the milestone. This way you can move on.
