How often does the bug occur? Every time (100%)
Summarize your bug why the Jedi Master Luke has 45 from Mastery to Relic 7 like all normal characters and the rest of galactic legends have 60 from Mastery to Relic 7 ... it should be a mistake and equate to the rest of the legends
Steps: How can we find the bug ourselves? Put 60 maestry to JML, the same of both legends

In the images can se the maestry in R7 of both legends, and JML have 45 and the others have 60

This is by design as with Jedi Master Lukes unique ability Jedi Legacy zetad, he gains 100% Mastery at the start of battle and this lasts until the end of battle.

That seems like cutting off your nose to spite your face.

Rey gains stacking Mastery, yet she does not start at less.

Luke's 100% Mastery should be a bonus. You could have left him at 60 and said he gains 50% Mastery. I see no reason why he shouldn't get 60 Mastery like other GLs and still have the 100% from his kit.
