Jedi Consular's Saber Strike

My Jedi Consular has Saber Strike at level 4. As of yet I haven't seen any of his cool-down numbers drop by more then 1 per turn. Even though the ability should 25% of the time drop them by an extra turn. Has anyone else seen this or seen it work?
