JKA negotiator undying loyalty wont trigger with debuffs

Summarize your bug When playing against the negotiator, putting debuffs on JKA (healing and buff immunity) causes the undying loyalty buff to behave incorrectly. The effect wont trigger when hes on low health and you keep applying damage and nothing happens. Have not tried this on other ships.

@RaiderOne Hey, thanks for the report. The studio is aware of this bug.

It does occasionally happen to other ships, but is much more frequent with Anakin since he starts with the UL buff.
