[FIXED] [DHD] Interior Design Addition gigs impossible [ Edited ]

Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.75.125
What expansions, game packs, and stuff packs do you have installed? All except Nitting, Paranormal, and any "Kits"
Steps: How can we find the bug ourselves? Take a gig to add a "room" or "level" and try it.
What happens when the bug occurs? Cannot add anything. Attempts to adding new walls just says "Cannot make changed to existing structure"
What do you expect to see? If the gig requests to ADD a new structure, we'll actually need the ability to you know... ADD A NEW STRUCTURE?
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I was able to add a room by moving up and building to another floor, but it would not allow me to add stairs or a ladder to access it.

So this is a new pack for me.  I finally got a designer up to this stage and its giving me fits.  It will NOT let me add a room to the house no matter what the level.  I tried removing stuff on the patio at the ground level to see if it would let me.  Nope.  So this part of the job is very broken at this point.... she's going to have some very unhappy customers and loose some of her hard won progress.  (this particular gig is for a Room)
