Summarize your bug I was leveling green mod with +4 speed secondary stat and after it was leveled to lvl 15, it still had +4 speed stat, though it should get increased at lvl 4 by +3-+5

You probably got a shock today if you don't follow the forums, and in game messages are easily dismissed.
