Summarize your bug When inflicting Inevitable Failure with Admiral Piett, under Palpatine lead the targeted unit will gain turn meter when using an ability to inflict a stack on themselves. Magma Trooper will also gain turn meter from receiving the debuff. However Thrawn's leader ability, which has the same condition as Magma Troopers passive, will never grant turn meter from Inevitable Failure regardless of when or how a stack was inflicted.
Steps: How can we find the bug ourselves? Use a team with Piett, Magma Trooper, and use Stormtrooper as a neutral reference point. Alternate Palpatine and Thrawn leads. Give Inevitable Failure to the Stormtrooper. Under Palpatine, the Stormtrooper with Inevitable Failure will gain turn meter when attacking as it inflicts the debuff on himself. Under Thrawn, the Stormtrooper never gains turn meter from receiving the debuff by any means. Now give Inevitable Failure to the Magma Trooper. Every time he gains a stack it triggers his passive, giving him bonus turn meter.

This seems like a relatively small oversight, but I had to point out that two identically worded effects (Turn meter gain from Magma passive and Thrawn lead) respond differently to the same situation. Inevitable Failure is being considered a debuff by Palpatine and Magma Trooper, so Thrawn should as well.
