Regarding being unable to progress past rank 100, do you own any of DLC's?

I have a premium pass and all DLC content installed
In addition it says that the XP required to rank up again is 500,000, which doesn't make any sense at all.

Deleted the game, redownloaded all content.
Reached rank 101, still not rewarded the Colonel Front Side dog tag.

Getting extremely frustrated.
